Canadian Dental Care Plan
he Canadian Dental Care Plan (CDCP) is a federally administered program designed to reduce financial barriers to oral health care for up to nine million uninsured Canadian residents with an adjusted family net income of less than $90,000.
As of May 2025, eligibility has expanded to include adults aged 18 to 64, completing the phased rollout of the program. Depending on income level, the CDCP covers between 40% and 100% of eligible dental care costs.
The plan covers a comprehensive range of preventive and restorative oral health services aimed at preventing and treating dental disease. Covered services include:

Preventive care such as exams, x-rays, and scaling (cleaning)

Restorative treatments like fillings and root canals

Removable dentures, including complete and partial dentures

Denture repairs, relines, and rebases

Additional services as determined by clinical necessity and eligibility
Some services, such as partial dentures and certain complex procedures, may require preauthorization.
What Dental Services Are Covered?
The Canadian Dental Care Plan (CDCP) will help cover a wide range of oral health care services that:

Eligibility based on clinical need:
CDCP only covers sedation/anesthesia when clinically necessary. It’s typically approved for:

Extensive procedures

Complex medical conditions

Severe dental anxiety or special needs patients
Some orthodontic services will be added to the CDCP eventually. Orthodontic services will only be covered in cases of medical need based on stringent criteria and will include a maximum spending limit. As of June 2025, orthodontic coverage has not yet taken effect. It’s planned for late 2025 or 2026, but no firm launch date has been released. CDCP will only cover orthodontics (e.g., braces) if there’s a severe medical need, such as:

Canadian Dental Care Plan - Do I Qualify?
To qualify to the CDCP all the following criteria will need to be met. Check if you qualify for Canadian Dental Care Plan and learn about the most up to date criteria.
Eligibility will be reassessed annually:
- No access to dental insurance;
- An annual adjusted family net income under $90,000;
- Be a Canadian resident for tax purposes; and
- Have filed their tax return in the previous year.
Eligibility is determined through CRA tax records, and that children and youth have already been phased in earlier.
When Can I Visit An Oral Health Provider?
Once you get a confirmation that you qualify, your information will be shared with Sun Life, who will enroll you in the CDCP upon which time you can check for your enrolment confirmation. Sun Life will manage the Canadian Dental Care Plan (CDCP) for the Government of Canada.
The welcome package you receive from Sun Life will include the date you can start seeing an oral health provider. Appointments can only be scheduled on or after your coverage start date.
Your start date will depend on:
- When we receive your application and
- When we complete your enrolment
- Depending on your application date and age group, coverage start dates may begin as early as May or June 2024 for seniors, and as of June 2025 for adults aged 18–64.
Sun Life will then send you a welcome package, which will include:
- Information on the CDCP
- Your member card
- Your coverage start date

NOTE: Implant procedures ARE NOT covered by the CDCP.
How Much Is Covered?
Denture Services are covered from 40-100% of the CDCP Fees depending on your income.

40% coverage: income $80,000–$89,999
NOTE: We are following the current fee of the Denturist Association of Ontario (DAO) Fee Guide, that is different from the CDCP fee guide that the program is based on.
Do I Have To Pay Out Of My Pocket?
YES, you WILL need to pay the difference between your coverage under the plan (CDCP fee guide) and the current fees of the Provincial Fee Guide (DAO).
We will submit estimates on your behalf and print out the coverage details so you’ll be aware of YOUR PORTION before starting your treatment.
How To Apply For CDCP?
Applications for the Canadian Dental Care Plan (CDCP). As of May 2025, all eligible Canadians aged 18 and older may apply. Applications are now open online at canada.ca/dental. Check the eligibility criteria before applying.
